e: unless you're implying that a plan/schedule of events is in fact the definition you're looking for, in which case the answer to your question is "because programming refers to a plan of events"
double e: the fact that there are a variety of less-than-trustworthy news sources on television is pretty much undebatable, but it's amazingly unlikely that the use of the word "programming" is in any way related to this

Anyways, I think "programming" stems from "programs" as in the order of ceremonies at an event(such as a play for example), not programming a computer as is being implied(like we're computers capable of being programmed - arguably true if you didn't pay attention much in school).

I don't think it outright programs people, but I do think that various news sources are far more interested in making money and/or pushing a political agenda than in delivering actual news.
