While this appears to be after he left reddit, and when it was not yet revealed how deeply, wide spread and just insidious the actions of the NSA and others were - I think that He likely was unwittingly being leveraged for a better understanding of how to exploit the social aspects of online communities.

I am not sure that he would have been aware of being complicit to the surveillance state to the degree we understand it to be now.

But this shows how well they have their evil eye trained on reddit!

How do you feel about other r/conspiracy moderator(s) acts of "consolidating" the discussion on this subject?

It was reversed. They stated in a thread that they thought that it would make sense to have all comments in one thread - but the reaction was poor... thus they reveresed that and approved all submissions.

Unlike other /r/ where the mods are aloof/don't listen to the subscribers - we actually pay close attention to how everyone responds and try to improve.

However, in the future, a PM will be sent to other submitters reminding them that other, more active, discussions are taking place and that they should delete their own submissions unless they are from a unique perspective.

There really isn't any need for multiple duplicate threads on the exact same topic.
