Oil would make them the rich. Water would make them self sufficient and more rich, irrigation for crops, clean water for drinking, even exporting around the drought stricken continent. Truly a country who may have just hit the natural resources lotto. Al-Quaeda decides to attack a high end mall where wealthy people tend to shop, these are the people who can change policy. Or are they rebels? I guess it depends on which country is in question.
