Absolutely nothing changes until the individual swine responsible for big crimes are put in jail. And they really don't want to go to jail. That's when the war starts for real.
Pretty much all of history is the story of societies occasionally deciding that everything around them is bullshit and start dispensing justice themselves. Then there are social wars, a lot of people die, and a new mafia comes to power with more smiley words.
