It's not. I said women and children because it's pretty much guaranteed that they were non combatants. The army is made up of men, so when a man dies it's unclear if they were just a citizen or part of the military... but with women and children you know with 99% certainty that they were innocent civilians.

So how much warning is being given to targets in Israel? I have no real allegiance to any side in this conflict, but it does appear that anything Israel does is condemned, while there is usually silence about the attacks on them.
