War Games aren't usually known to the public, but aren't kept secret either. This is something on that level IMO. Just a different kind of situation using who knows what tactics for what purpose. I wouldn't call it a training course for Martial Law though.

That's because the Indiana law actually would affect people, whereas Jade Helm seems unlikely to actually affect anyone other than the participants.
