most state Governors spend in excess of 4 million a year for security details but no mention of that for fear it may put things in perspective California is a front runner for much needed change in this country and as usual the GOP and the right in general pick and choose what to report to make the left look like mad money spending morons

The entire PD budget is much more than 72 million, this figure is showing what is put to the side as the mayor

Here's a great example, the entire budget in 2013-14 for the PD was $518,753,814. his personal security, which would be removed from this fund would account for 13.8% of the PD budget. That is insane.
