Here is how it works. Everyone operates on a need to know basis - and even though people "compare notes" and spread rumors about what they think is really happening, truth is they don't know more than what they are allowed to know.
The reasoning and longer term designs are not known to those who are just on the operations level of a project - it's not something they need to know or even care to know to be honest. They have a specialty job to do and most take pride in that area - be it espionage, social engineering, distraction tactics, etc.
If you work in an organization that is somehow related to public service (or better said, an organization that has an effect on the general public in prettymuch any way), you are trained how to deal with those outside of the organization, and social media, news agencies, etc. People that are "pulled up" into higher levels which has more oversight about what is actually going on are selected based on tight criteria - so the higher up you get the less likely it becomes that you won't be trustworthy to the organization.
If you think about how it's possible for a large corrupt police force to be prettygood at keeping their secret ops on the down-low, it's easy to see how a smaller and more well trained and funded organization can operate with zero information leakage.
Fun fact: they started shipping the steel before september was even over. The landfill where they took the steel was called "Fresh kills". This was the biggest terrorist attack since Pearl Harbor, and the majority of the evidence was literally sent away to China before the year was out. The price of steel was at a 50 year low.
