If they are also freemasons they have ternary citizenship because this organization is worldwide and has enough political, social and legal/administrative resources to be considered a distributed country unto itself, and by membership requiring an oath, they declare their alliegance / loyalty first and foremost to freemasonry before any country.
Also they very likely have underground citites as well (evidence for it), and so those would be the third country if there is a geographical/administrative requirement for 'government' in this scenario

By dual citizens you mean US/Israelis right? Just wanted to make that clear. The whole Israel thing is a psyop IMO as in, some one needs to be the bad guys in this movie it just happens to be them, corruption has no color. also I feel this dual citizen thing is a limited hangout, does any one really think a lot will change if they move their guys around a bit?
