The FBI doesn't have the necessary capabilities of performing such massive hack operations, especially planning this so much in advance. The FBI is a reactive force. The only ones that can set up all is are those performing proactive black ops cyber-operations. In the U.S., there is only one intelligence agency that could have done all this in a coordinated effort, and it's the NSA.
