I beg to differ. Once operations like this have been designed, funded, enacted and proven to be successful then it makes much more sense to continue them rather than disband. Astro-turfing is a widespread and effective tool in both business and politics. CTR is nothing new apart from perhaps how comprehensive it is.

Psychological operations against the American people have been growing in size and complexity since WWII. And the state never voluntarily gives up its ability to control it's citizens.
The only time when the powers of state intelligence might decrease is when a revolution occurs, whether through a hard or soft change in the establishment. But the time has past for this in America (if it ever existed). I'd argue that revolution by the people in any western state is no longer possible. Nation-states and the supra-national groups they belong to are just too well organised and well armed for them to be concerned

So, assuming Clinton wins there's going to be millions of angry and disaffected citizens. And those citizens are going to form a vocal opposition to the legitimacy of her presidency. This opposition will need to be countered post-election in exactly the same manner as it is being done pre-election. I expect state propaganda, of which CTR is a part of, to continue to expand on a similar trajectory.
