This is an interesting phenomenon. Ordinary people by the masses are investigating major crimes using existing information. I have a feeling, the next major shift will happen when people start doing investigative work physically like an FBI agent but with more limited technology and resources.

Basically, we are filling in where law enforcement is failing.

This is exactly what's happening, but I would replace "failing" with wilfully ignoring and deliberately obfuscating investigations.
