This is an interesting phenomenon. Ordinary people by the masses are investigating major crimes using existing information. I have a feeling, the next major shift will happen when people start doing investigative work physically like an FBI agent but with more limited technology and resources.
Basically, we are filling in where law enforcement is failing.

We gotta set up cameras in a place that one of these sex rituals would take place. The only thing that's gonna really break this is good clear, undeniable video with someone's face prominent. I bet video like that already exists too.

Well its what people were supposed to do under constitutional law. We are one branch of oversight, we just let congress and the media do all the work and thus we're at the point were we are now.
