Yeah. Honestly, If the the wall actually gets built, I think the scenario you described is pretty likely.
Maybe the powers that be see North America as an "ark", and have spent the last few centuries "plundering" the rest of the world to advance technology far enough to finally build a "Utopian society" here...the "new Atlantis"..the "new world".
They figure since they placed people from all over the world in the American melting pot, that cutting themselves off from the rest of the world and having everyone else fend for themselves, that they won't technically be committing genocide when they really close the borders. Then they release some pathogen that will thin out the rest of the herd. Then once the American sustainable cities are built, and the rest of the earth is vacant, they can steadily expand the master race across the face of the earth.
Ice-cold regions will always be worse than the overheated ones - with the assumption that you don't have the modern technology and enough energy to equalize both.
They are barren wastelands. Each deserts in their own right.
You are however right and I will concede that the North is less hospitable. However I still don't agree that it would make a difference in the original matter of physically sealing off the entire country.

They are sealing off the entire South American continent which is home to 430 million people, throw in Mexico with their 120 million and you have a wall that prevents 550 million people from physically entering your country.
And as per not focusing on the North - Canada has such low population, and they're basically Americans, with maybe slightly better manners and more wealth on average, that there's no reason to wall them off.
The wall in the end will be used to keep Americans inside. The Mexicans are not the ones who'll be "pouring in". The engineered economic chaos will produce hordes of American refugees fleeing the cities and migrating south.
Remember that for a NWO to be instated, the US must be taken down. You'd have to provoke utter and debilitating chaos, to demoralize the population (including southeners) to accept the "new age".
This will fail IMO because so many Americans would rather live in conscience than live. That's what makes America exceptional btw. The screechy rats trying to bring us down hate to the core of their bones free-minded, creative and sovereign individuals. The US is where they're found mostly.
