The U.S. Treasury Department said it will allow companies to do some transactions with Russia's Security Service (FSB), despite cyber-sanctions put in place by former President Barack Obama.

That's kind of the point. Influence is control and everyone wants it, it's advantageous by definition. That also means you don't want others to have it if you can help it.
The importance of control should be super obvious in a /r/conspiracy post, whether that means conspiring with others of influence, pushing a narrative or propaganda, or securing your position as a geopolitical and economic force. It's all about control. Ideally, you have it, and no one else does.
