It's a directory listing, not a database. A directory will have the date of the newest file in it.

Sometime late last year they changed the date of all files to be 1984-01-01. Some people read into this action, theorizing that the 1984 indicated wikileaks had been compromised. I don't know if anything came of it.

The files added since then have the timestamp of the time they were created. Add a file, dir timestamp is updated. It's just standard unix stuff.
