Well colonialism is not the right word to use. There is no colonies being set up and expansion of a people. In fact we have the opposite happening to the countries that the IMF/WB was spawned from.
No, it's quite literally neo-colonialism, actually.
Research what these organizations do and see what they mean by it. This isn't "loan some money and pay me back" operations.
These are, "I loan you much-needed money to build schools, hospitals, stabilize your currency... now I own you. Now I tell you how to run your entire government".
This IS control. This IS colonialism. When you have foreign powers running 3rd world countries through fronts like the WB/IMF, how can you NOT call it neo-colonialism?
Bolivia doesn't realize it yet, but its about to experience one of two events; committing an awful "Human Rights" violation or, seemingly out of nowhere, the rise of a very well funded political opposition looking to usurp the acting government. We all know how this one plays out. You can do do a lot of things the TPTB might overlook, messing around with currecy, debt, large supranational financial institutions are things that are likely to get you unwanted attention.
I wonder how long it will be before the US points out that they are harbouring terrorists or how long it will be before protests kick off against Morales. Then we'll see some protestors get shot and no one will know where the gunfire came from and who fired the shot. Then we'll have calls from the West for Morales to step down or maybe calls for Morales to be tried for some so called war crimes by the ICC.
The UK poodle will mirror whatever the US says when they are told to say it.

Will ISIS come or will they get their own unique CIA-backed group?

The type that cant be drawn out into the open. I predict an expensive, protracted campaign against them.

"Since 2006, a year after Morales came to power, social spending on health, education, and poverty programs has increased by over 45 percent."
God bless Morales and his countrymen.

He's said this before. So has Chavez. And Castro.
LatinAmerican leftists are always bucking the neo-liberal economic order. I hope they don't ever have to go back.
IMF = neo-colonialism.

Its more akin to economic hegemony.

Its not colonialism...
There is no colonization evolved. Coca cola isn't sending British to colonize Peru for example.
Yes you definitely described what a hegemony is. Its when you have indirect power and dominance over a geographical region.
This is exactly what you're describing.
This is not colonialism, there is no colonization going on.

If you're going to tell people to "educate themselves", do yourself a favor and educate yourself first.

You can call it purple oranges, it doesn't make it true at all. There's no colonization going on at all. There's subversive ownership.
