It was a book first, by Jon Ronson. Was later turned into documentaries before the film. Definitely worth a watch, look for "Crazy rulers of the world" on youtube.

The CIA will pretend to research certain areas, and produce/leak false results in order to get their enemies to waste resources looking into the same things.

If the Kremlin for example, thought that the CIA was actually getting results from psycics/remote viewing etc, they might be inclined to spend a ton of money and resources researching a dead end.

Fair point, but the info was relatively kept secret, and AFAIK nothing in the documents shown so far conclude any relative success or attempt to further it, so I don't think the Russians would see it as something actually worth also investing into. Good plan though, gotta give them that. I will be incorporating this into my dota strats.

Col. Ed Dames was one of the more famous "remote viewers." His remote viewing company bought up the rights and patents to a bunch of Russian psychotronics equipment. Many theorize that the psychic stuff is a cover story for mind interference tech they don't want to talk about.
