Perhaps this is just be being ignorant of my own countries laws, but I have never heard of any law of this nature in Australia... are you sure you are not reffering to Australia's anti-slander laws?

I imagine it's an allusion to Section 18 of the Racial Discrimination Act. It would be procedurally wrong to interpret it legally in that way, although I'm sure mistakes are made.
I believe the States can attempt to legislate their own laws, and I don't know if there are any specific laws, nor whether they'd survive a High Court challenge.
I had some lawyer friends look into some cases in Western Australia and they did come away bewildered. I could drag up the case numbers if asked nicely, but I don't think they are relevant to the statement OP made.
