Baltimore Under-Reporting Murders?

As you may know, Baltimore is closing in on a record number of murders this year despite a shrinking population. There was a lot of hype and press this weekend over "nobody kill nobody" weekend, and despite this 2 murders were reported on Saturday. However, listening to the local news this morning radio hosts were reporting in that trusted inside sources in the shock trauma units were reporting 4 murders at just one hospital on just one employee's shift over the weekend. Baltimore has a strong incentive to under-report crime as it is incredibly dangerous and bad press means even less investment.
I submit to you that the murder rate in Baltimore is even higher than is actually reported.

Probably. I grew up there and the crime is just nuts. The police are just as bad as the gangs in the violence department. With the heroin epidemic in Baltimore , it's suprising there aren't even more murders. The local government will for sure lie about numbers.

In addition to unreported murders, Baltimore locals know that "disappearances" are prevalent as well. Human trafficking, organ harvesting, and worse. It's the city's homeless and destitute most at risk, so their plights don't often appear in official reports either. Many of their bodies aren't likely to end up in hospitals at all.

Im going to be brutally honest here. In my experience this is entirely plausible.
I cant even count how many times I have presented hard-crafted data and the first words out of someones mouth are, "What can you do to fix this data?".
Even when I explain that changing the data set means the data is invalid the higher ups would still push. When explaining that conclusions reached via the new data would be incorrect at worst and uninformed at best those concerns would be waved off. Even when it endangered people as a side-effect.
So yeah. This is entirely believable.
