Yes they do, also Russia and China might have even more and in some ways far easier to hide because of their location, not to mention locations like Antarctica or even in the Oceans. Who knows maybe country's are just a divide and conquer tactics while they are in the same group (or few groups, both malevolent and benevolent) all along.

It seems to me that these things were a backup plan for humanity in case of ELE since the 1940s but as time passed and highly advanced tech was "acquired" by most superpowers the plan changed and turned into something sinister and selfish.
