Hemp is actually starting to make a comeback. There are a lot of products that come from the plant. But I do not have an answer to that specific question.
In my opinion it goes beyond racial lines and the Southern Strategy utilized by Nixon. Tom Bonacci..a victim of the Franklin Scandal, said that the only drug never present at the parties for the kids was Weed. It wakes people up. It makes them question. TPTB can absolutely NOT have everyone going home, smoke a blunt, and talk to their friends and family about how the government is corrupt, why the world is the way it is, and why we can't change it. That's ultimately, to me, why Pot is illegal. It opens the mind, and it expands peoples horizons, especially when consumed in groups and when discussion is focused on politics, human society, and the world in general.
It's cleaner than Alcohol. Some people, when drunk, become angry. People get stoned and at worst get anxiety. No one smokes a blunt and goes "I WANNA KICK SOMEONES ASS, YEAH!". By my observations of myself and others, alcohol can "wake one up" in a very cloudy way, and it rather inhibits critical thought. Weed makes people think in a different way about things, without debilitating them to the point of stupor. Maybe you get couch locked, but in 20 minutes you'll be fine, and your mind is still going, it just might be focusing on other things :)
I find they both help me with my social anxiety and stress but I don't have a lot of recent experience with alcohol since it seems to irritates my stomach.
Oh I completely agree. But Pot is more accessible, and less "hard". You should absolutely not just dive into psychedelics, and they ought to be used sparingly. A good psychedelic experience requires good company, a calm setting, and a clear mind going in to the experience. You need to work up to psychedelics, not start there. Pot is a gentle mistress :)

Part of it is throwback puritanical christian thought. We mustn't allow people to be happy. Laughing and enjoying yourself is only allowed when reading the bible. It was also a convenient way to fill up the prison system. Also if you've ever seen "Reefer Madness", it was automatically associated with degeneracy, even though it's a plant that god created.

so the mafia could still use all there 'smuggling routes' and everybody made money again ... and everyone was happy

later these people realized they could use 'illegal drugs' to benefit them greatly and so came Air America and later Ollie North ... by which time 'those involved' in this high level racket, the 'levels of skullfuckery' they are prepared to 'support' is FUBAR!
Mexico is a good example of this mad skullfuckery gone feral! The US needs to Legalize drugs to begin stopping these people and their unbounded craziness
