Money is a tool for power. It's ultimately the power which corrupts, not the money itself. If we removed money from the equation, those in power would just find another mechanism to stay in power.

1. They don't care about some of it. The CIA has a known history of working with drug traffickers.

2. Collecting huge amounts of data also means having to sort through and analyze all that data. Even if these agencies had one drone for each person that recorded everything they do they still wouldn't be able to stop everything because someone would have to be overseeing it all.

3. It's not a top priority.

Because they're not the DEA or DHS? They have different missions. They share intelligence through certain channels with these agencies, but they can't share everything/how they got it due to operational concerns.
