If your friend really has photographic evidence of something important that the public should know about, then your friend should take that evidence to a reputable journalist. It's the best way to get your info out to a wide audience that will believe you.
If they put it on 4chan or whatever, it'll reach a small audience, and most people outside of conspiracy circles will assume it's fake, if they ever even hear about it.
