Crisis actors?

So how would the government even find a crisis actor? And when presented with the idea, what happens when the person says no? Wouldn't the government have to kill every person who knows about it? Or, in the scenario where the person doesn't exactly know what they're signing up for, where are all the people who you'd expect would come out and expose this?

OK but during the job interview, if they explain "yeah, we're gonna stage a mass shooting" wouldn't most people say no? And where are those people? I can't imagine the government would let them just leave after finding that out. They must be killing thousands of people.
Or, if people don't know what they're signing up for, they'd certainly find out once the event happens. Where are the whistleblowers who signed up for it?

I think the craigslist stuff is just fake distraction but could be a signal.
I think they probably just use people who already in the government or military. They're already paying for bodies, so why not just move them around? Could also explain why they are such shitty actors.

But why go through the unimaginable hassle of hiring thousands of actors to play victims, the victims families, etc.? Why not just allow real life tragedies to occur? Or are you insinuating that it would be impossible that any single person would commit such an act, and therefore literally every single mass shooting, bombing, etc has been staged?

I don't have those answers about why. But no, i don't think every event is fabricated. People could and absolutely do commit tragic acts of terror on their own accord.
