Mainly because the mandate is still in place, which means the IRS can take action against someone for not having insurance, by law. Now, I don't like Obamacare because it is a massive corporate giveaway that created an unnecessary monopoly for the Insurance industry, I would much rather see Single Payer or at least a Medicare buy-in Public Option.

Correct, he is dismantling the ACA from the inside by changing individual aspects at a time. It still "exists", but will work completely different and be unrecognizable when he's done, and will most likely be rebranded with a new name in the future.

If it only functioned by virtue of executive orders (which is what he did, undo an executive order from the previous administration) then it never actually functioned in the first place, which I think is the political point on the right.. The non-political point/the other part of his executive order though, of which no one making this kind of claim seems to be aware, is that now insurance companies can sell insurance across state lines. We're not bribing them with taxpayer money to stay in exchanges anymore, we're bribing them with increased volume and access to more consumers. It's probably a net zero overall.
