Yep. Seems to me that he understands this memo isn't what it claims to be and hopped off the bus. I'm probably just reading it differently though than other people.
I believe what he is trying to do is now put the task of proving that the FISA Warrant/Dossier/etc. were valid and on the up-and-up in Mueller's hands. If Mueller can do that, then he has Trump.
Gowdy knows he can't and that the public will now be looking for this as part of his official investigation.

I have decided Mueller is legit. I don't believe Q about him, I also don't believe the alt-left wet dream fantasy. I think he is going to be as fair as he can, despite all the fingers stuck up his ass.
That's what I believe about Mueller. He seems to a straight shooter who is just doing the task that has been assigned to him. He runs a tight ship without any leaks. The leaks about his investigation as far as I can tell always seem to be from the people being interviewed and he just keeps grinding on while being attacked. What his findings in the end will be we don't know.

Gowdy is one of a handful of people who has seen the underlying classified intel that led to the memo ie the information on Carter Pages repeated FISA warrants - each warrant requiring new evidence that the warrant is justified.
He saw the intel that led to the FBI opening a counter intelligence operation because of George Papadopoulos.
Gowdy knows Nunes is using the congressional apparatus to protect Trump and he knows justice will not be kind to these traitors. Hence his resignation.
