A student giving an interview on NBC said there was a drill in the morning. She said the fire alarms went off again in the afternoon, and as they evacuated, there were Police on site responding to the shooting in one of the buildings. It's apparently a large school with several buildings, so she did not know there was a shooting until she got outside.
#1: Active shooter drills happen every day all over the country. Odds are I can find an active shooter scheduled in your area too.
#2: None of what I'm saying is fact, but from what I was hearing from the rumors it sounded like the shooter pulled the alarms to create confusion and draw people out into the open.
Interviews with student say they all knew it was him, I’ll find the link but one student said that those hiding with him assumed it was him because he graduated but they saw him in the hallways that day and he wasn’t allowed to bring his backpack to the school when he was a student.

You don't have to be a hoaxer to question things that seem out of place.
Two fire drills isnt unheard of, but it is certainly weird.
My high school fucked up on their mandatory drills for the year and so we had to have 2 drills in one day or else they wouldve gotten fined.

It makes sense depending on how premeditated the shooting was. Doing it after a drill means:
A) People are confused and mistake the shooting for another drill
B) The drill itself gives the shooter insight into how people will respond and so can maximize carnage in that context
