Strange Voicemail: "NATO Alphabet" style

A friend of mine recently received a "NATO alphabet" voicemail that I found to resemble the style of the viral creepy voicemail story with some significant differences. The automated voice is different (sounds familiar--can anyone identify it?) and a mostly incorrect NATO-style alphabet is used. The message appears to contain either a warning or a threat.

Transcript: "sandy oxford sandy lambda echo alpha vector echo negative oxford willow sandy oxford sandy"

Translation: SOSLEAVENOWSOS (SOS leave now SOS)

I believe this message may be a copycat of the viral voicemail I linked at the top (translates to "Danger SOS it is dire for you to evacuate be caution they are not human") or perhaps part of a larger ARG. The timing in relation to this story is suspicious, but we're also considering that it may be a threat specifically targeted at them. Any thoughts? If you have received a voicemail identical to this, please comment. It would be of great value to know that my friend received this call by random chance, and that it was not specifically meant for them.

Most likely it's just someone yanking your chain. You can hide your phone number quite easily. It can be done with a mobile or a pabx system if you have access to the configuration in the back end of it.

Thats not NATO.
