It in the motives. They have been itching for a reason to attack Russia for going on 2.5 years out in the open now. Smells like an Iraq "find me a reason". The media campaign and propaganda is extra thick and hard. The red scare is back in full swing. All their investigations end up being something other than they want.
It makes no sense Russia would do something this brazen when all the spotlights are on them. It does make sense that an "event" happens right after May and the Queen get billions in weapons sales from the Saudis that manufacture consent for sanctions and use of those weapons against Saudi competitors - Russia and their allies.
