Like the alt-right, they came to prominence during the Trump campaign. There is overlap between the two groups.

Regarding the Toronto attack, the Incel narrative is a distraction. While it could be true, there are many other factors that could be significant. They may be investigating some of these, but the media has decided to go with the Incel narrative (press is not entirely free in Canada and things are routinely covered up.)
