Neither of those two things. I think TNG had a more realistic protocol. The capability to travel the stars- be it fold, warp, or some other tech. That's when you make contact. The other options you highlight are the prerequisites for joining the community of larger intergalactic States. If you don't want to be a pariah, you accomplish A and B. If you want to make contact, you develop the means to travel through Space like a civilized species ;P

It's quite possible that this is the life cycle of all civilization, or at least a general pattern. Harnessing the energy available in your environment often comes with its destruction. An equilibrium has to be found and new methods of clean energy production. Perhaps many species never make it past this point? But perhaps all are faced with this dilemma.

I would imagine aliens coming here would be like walking into a dog pound. You have the full range of emotions displayed simultaneously. They would probably encounter the most chill ones first which may not even be humans, at which point they have like a giant mixed bag of candy to choose from. I think a plant with the special kind of cells that hold photons in a quantum superposition would be interesting to look at for a while.
