The CDC has the power to hold any one of us for under cover of contagion for as long as they want, no need to test us and we can do nothing to stop them or appeal, could be days weeks or months, even force us to stay imprisoned in solitary confinement. We don't even have to test positive for anything. Obama signed the EO shortly before he left office, while believing Hillary was taking over. Who knows what evil she would have used this for, but I don't think Trump has cancelled the EO either.

This is the legal abilities the CDC has. Most of this not-huge quarantine and isolation things are done on a state-by-state basis. That's why during the Ebola scare, New Jersey did one thing (quarantined a nurse at the airport, for example) and New York did another.

My memory looks to be mistaken as both the proposed law and EO came out around the same time in mid-late 2016. They have similar themes and the proposed law doesn't give exact time frames for forced detainment. They will try to push similar in the future, so I'm leaving this up to get others vigilant.

What if their "cause" isn't diseased related, but instead you're an enemy of some other division of the state. Like how Obama used the IRS to target Republicans, or various intelligence agencies to spy on Republican candidate elects? Think civil asset forfeiture, or with people being the assets. It's not beyond the realm of possibilities that the Government would side skirt constitutional laws by quarantining you for unrelated affairs.

I can understand why a government would want to be able to do this. If Bongo-Bongo disease breaks out in Brazil with a 100% death rate, you need to be able to quarantine people to make sure the disease does not spread as much as possible. This includes holding people against their will.
