It is also the availability of different kinds of technology that are not available to non-preferred allies. The US sells nerfed down top of the line weapons to different people. If the US is allowing access to its best technology at any price then it represents a huge advantage.

For example a F-22 can take out 5-10 F-16 planes. If the targetting systems of the F-16 planes are nerfed then basically one F-22 can drain its weapons blowing ship up. Its the difference between one side sitting there and dying and the other side killing unrelentlessly.
