So the white "lights" in NY's sky were pretty clearly balloons.

The lights in El Paso were confirmed to be airshow folks. It wasn't these guys, but these guys do really cool night formation flights with smoke & lights out the tail of the airplanes: http://www.limalima.com/index.html
