This depends on what you mean by "control our species' future". If you mean plans for the future, then yes, of course we as a species have plans for the future. If you mean a nefarious shadow organization controlling every nation, then no, that is not clear to rational people.

I found this video to be pretty interesting, and slightly relevant to your last statement. "Nefarious shadow organization" seems to be a very cliché way to describe the various conglomerates that sculpt political policy to their will.

That depends on the station and state laws. Some states require the entire screen be taken and programming be stopped. Some states don't. In the states that don't, some stations still stop programming and some don't.

The test came and went at 1 pm cst and then went again at 1:15 for about 10 seconds. I'm not sure what the second one was about.

Interesting because in my area (new jersey) there was a tv take over but every thing else was fine, all channels showed the same thing and my cable box even said EAS, it was just a big gray screen with red borders saying it was a test.

That being said... The main issue with this EAS test was the use of the SAGE digital endec box (http://www.sagealertingsystems.com/products.htm).

At any rate, A bulletin was released a few weeks ago talking about how if the audio level going into them is too high, issues manifest in the output of repeats of the input - if you listen to recordings of the test this afternoon, if there was any audio chances are it was unintelligible and had the SAME headers repeated.

Apparently wherever they sent audio into the EAS (via an Endec probably) it wasn't configured correctly. These multiple messages reaked havoc on the system, and that's my guess as to why this was such a clusterfuck.
