"Abusive" can tend to be subjective. One of the people banned in this list was targeting much of their abuse at a single redditor.... which is kind of "stalker-ish"... which is different than people who are just generally asses to everyone. It's possible to be both (generally an ass, and a stalker-ass... as in this case).

We're not going to intervene in every dispute, but... relentless stalking abuse is something we can't turn a blind eye to.
