Trump pardoned Arpaio to test the limits of the power of a presidency sending a message to Manafort and Flynn to not worry about anything since they'll just be pardoned. Arpaio got convicted for arrested people with zero suspicion, 100% unconstitutional. Trump pardoned someone who broke the law.
